Carmen Flores
Carmen Flores has been an administrative law judge with the State of California for sixteen years, hearing unemployment and disability appeals, and employer tax petition appeals. Before that she worked with San Mateo County Legal Services as an attorney and attorney supervisor for ten years. She has also worked as a staff attorney for the United Farm Workers of America, AFL-CIO, from 1979 to 1982. She received her J.D. degree from the University of San Francisco in 1978, and a B.A. from the University of California, at Los Angeles in 1973. She grew up in the Central Valley of California, is married and has three children.
